Maluk Timor envisions a strong, self-sustaining health system in Timor-Leste, led by confident and capable local professionals delivering high-quality primary health care for all.

Since 2012, we have partnered with the Timor-Leste Ministry of Health to strengthen primary health care and improve health outcomes for Timorese communities. Our mission is to improve health outcomes by empowering the national health workforce and strengthening public health systems from within, ensuring sustainable, locally led change. Despite progress, many communities in Timor-Leste continue to face barriers to quality primary health care, particularly in rural and underserved areas. Limited workforce capacity and system constraints contribute to preventable illness, especially for women, children and people affected by infectious and chronic diseases. We believe that lasting health transformation in Timor-Leste hinges on empowering the nation’s own healthcare workforce and fortifying its public health infrastructure from within. We work exclusively through the public health system, combining international clinical expertise with deep local knowledge to deliver sustainable impact.

Our work focuses on:

• Upskilling health professionals through Ministry-approved training, clinical mentoring and on the job support
• Strengthening health systems by supporting existing structures, national guidelines, protocols and essential health programs
• Delivering integrated community care to improve access, trust and health literacy
Our current priority areas are maternal and child health, Tuberculosis (TB), HIV, Rheumatic Heart Disease and oral health.
