Council to Homeless Persons
Council to Homeless Persons is the peak body representing organisations and individuals in Victoria with a commitment to ending homelessness. Our vision is to end homelessness in Victoria. We work towards this goal through leadership in policy and advocacy, building the capacity of Victoria’s homelessness sector, and working in partnership with people who are or who have been without a home.
Project Summary
Many people associate homelessness with male rough sleepers. But nearly 60% of people coming to Victorian homelessness services last year were women. And the number one reason people need homelessness assistance is because they are leaving family violence.
From October 2025 – October 2026, we’re inviting communities across Victoria to join us to learn more about the hidden face of homelessness at the Walk In Her Shoes exhibition.
This touring, immersive exhibition tells the story of three women who experienced homelessness at different stages of life – as a youth, as a mother, and as an older Victorian – and the responses that gave them the safety and security to rebuild their lives.
A local forum at each stop on the tour will bring together the community with homelessness practitioners, people with lived experience of homelessness, and state and local politicians. It’s your opportunity to ask your questions and call for change, as we lay a foundation for future local action.
Project Outcomes
1. Strengthened Community Awareness and Solidarity
Participants gain a deeper understanding of the systemic drivers of homelessness, especially for women and young people, and recognise their own role as allies and advocates. The event builds a visible, statewide sense of shared purpose.
2. Increased Public Mobilisation and Engagement
The campaign activates thousands of Victorians across local communities, increasing sign-ups, volunteer energy, and public commitment to the movement. This creates a larger, more engaged base for CHP’s advocacy over the 18-month campaign.
3. Amplified Advocacy for Systemic Change
Walk in Her Shoes elevates the case for evidence-based solutions, like more social housing, giving CHP greater leverage with government and influencing policy conversations throughout 2025–26.
