- Identify and break down barriers to accessing information and specialised support services
- Self-enable the community
- Build individual and community resilience.
Our vision is for a Whittlesea in which people and agencies work together to make a positive difference in their community. This ensures that everyone has equal access to the community’s resources and services.
Our strategic priorities are:
- Women achieve equitable life outcomes and are safe from violence
- Young people have a sense of belonging and voice in their community
- There is equitable access to employment opportunities within a sustainable local economy
- People lead healthy lives connected to community and services
- Whittlesea is resilient community that is empowered to protect, prepare and adapt to a changing local environment in partnership with our First Nations and diverse communities
Funding will support one of our programs, the Food Collective, which aims to create a more equitable food system in the outer north through community-based food production and distribution.
Project Summary
The Community Lunch Program will deliver fortnightly, free community lunches for people experiencing financial hardship in Melbourne’s north. Hosted at the Food Collective social enterprise cafe at Melbourne Polytechnic in Epping, the program provides more than a nutritious meal – it creates a safe, welcoming space where people can connect, feel valued and access support.
Many people facing cost-of-living pressures also experience social isolation and difficulty navigating services, particularly online. This program responds by bringing people together around food while removing common barriers to support. Each lunch offers a cafe-style meal served with dignity and respect, supported by staff and volunteers who foster a friendly, inclusive atmosphere.
Local service providers are invited to attend lunches on a rotating basis, allowing participants to engage face-to-face in an informal, low-pressure setting. This approach helps people access information, ask questions, and build confidence in seeking support, without the stress or stigma often associated with formal appointments.
In 2025, the Community Lunch Program demonstrated strong outcomes, including reduced social isolation, improved wellbeing, and increased connection to services. Participants formed friendships, supported one another, and reported a strong sense of belonging.
Funding will enable the program to continue for a further year, delivering 18 community lunches and supporting hundreds of participants. The program offers a high-impact, place-based response to food insecurity and social isolation, strengthening community connections while improving access to essential services for those who need it most.
Proceeds from the cafe enterprise will contribute towards the lunch’s sustainability in the longer term.
Project Outcomes
The Community Lunch Program will deliver positive outcomes for individuals and the wider community by addressing food insecurity, social isolation and barriers to accessing support.
Expected outcomes include:
- Improved food security, with participants accessing regular, nutritious meals in a dignified and welcoming environment
- Reduced social isolation, as participants build friendships, informal peer support and a stronger sense of belonging
- Improved wellbeing, with participants reporting increased confidence, connection and emotional wellbeing
- Increased access to services, through face-to-face engagement with local service providers in a low-pressure, supportive setting
- Greater confidence navigating support systems, particularly for people who experience digital exclusion or difficulty accessing services independently
- Stronger community connections, with relationships formed between community members, service providers, staff and volunteers
At a community level, the program will contribute to early intervention and prevention, reducing the risk of issues escalating into crisis by creating a trusted, consistent point of engagement.
These outcomes will be measured through attendance data, participant feedback surveys and informal observations by staff and partners. The program is expected to support hundreds of community members over the funding period, delivering high social impact at relatively low cost.
